Hanks Inaugural Report to the Residents

SAUK VILLAGE |  In his inaugural report as Acting Mayor David Hanks reported to the residents of Sauk Village during Tuesday night's meeting.  Hanks was selected by the Village Board of Trustees to serve as Acting Mayor and also retains his position on the Village Board.  Hanks vowed his support for Derrick Burgess in his bid for Mayor and endorsed his entire slate of candidates.  Hanks said he would not seek election in April as Mayor in a press conference before accepting the position as acting-mayor with Burgess at his side.  Hanks said he will return to his seat on the Village Board after the new Mayor is sworn-in during the meeting in May, 2013.


Last Wednesday, November 7th at approximately 5:45pm Mayor Lewis Towers submitted his immediate resignation as Mayor of Sauk Village. Thursday evening, an emergency meeting was called to fill this vacancy. After the Corporate Authority voted 4-1, I humbly accepted the appointment of Acting Mayor for the remainder of the current term.

Since the resignation and appointment I have reached out to the following:

·  Reached out to the Trustees seeking their advice and input. Although, not all have accepted the olive branch however, going forward I would hope that we could agree that we can disagree but let’s no longer be disagreeable!



·  Reached out to Residents for their input as to what they feel are current issues in our community. In addition, residents were asked to submit letters of interest in a hope to appoint a replacement to fill the vacancy left by Trustee Chavez. Trustees were provided those letters and were asked to provide their top three picks. Tonight, based on the top picks from the majority of corporate authority I will present a name to fill this vacancy and hopefully they will be confirmed.



·   Reached out to staff and yesterday, we had our first joint departmental staff meeting.



·   Reached out to Engineering firm (Baxter & Woodman) for an update on the EPA loan.



·   Reached out to Schrader concerning the air strippers and the winterization which should be completed this week.



·   Reached out to the business community – informing them that Sauk Village has so much to offer and we want them here.



·   Reached out to our TIF consultants and scheduled a meeting to find out what we can do to bring businesses and jobs to our community.



·    And most importantly, reached out to our auditors and to steal part of a phrase from the Jerry McGuire movie said “SHOW ME THE AUDIT”

Sauk Village has many challenges and I'm sure many more that are still unseen. The Challenges we know and in no specific order are the following:

·    Healing the division among our residents, employees and Board members



·    Bringing back our motto “Pride and Progress” including order and decorum in our Village Board Meetings



·    Understanding our Finances which includes, where are we today and going forward, scheduling meetings with our financial consultants and again demanding the Audit Results!



·    Reducing Crime by making sure our Police officers have the support of this administration and the tools needed to combat the criminal



·    Water - First put together a team lead by neutral individuals that are not politically motivated, develop a plan, work closely with State and Federal Agencies, and keep the residents informed.



·   Litigation – Understand which cases are legit and which are frivolous. Address the legit cases and take the necessary legal steps to go after the individuals that are falsely attacking you the residents in the court system.



I will continue to reach out to all the village board members for their advice and input as we develop a plan to move our community forward. Communication will no longer be lacking and will be the key to successfully turning Sauk Village around.



I will be the first to admit; I do not have all the answers and will humbly reach out to past and present elected officials from Sauk Village and surrounding communities for advice.



Our problems will not be resolved over night however; I can assure you the process has started.

HANKS TAPS POSKIN FOR TRUSTEE

SAUK VILLAGE |  It didn’t take Acting Mayor David Hanks long to fill the unexpired term of former Trustee Robert Chavez.  Hanks asked Trustees and residents to submit their letter of interest to him and asked the Trustees to pick the top candidates.  This was a break from years of tradition when the Mayor would name a trustee candidate to fill the vacancy with the village board’s approval.



Hanks named long-time resident, personal friend and fellow church-goer John Poskin, age 56, a one-time unsuccessful candidate for Village Trustee.  Poskin ran in 2005, but fell short 49 votes of victory and has been virtually unseen and unknown in the political arena.  Poskin is married and has grown children.  Poskin is originally from Harrisburg, Pennsylvania and he attended Lew Wallace in Gary, Indiana and Bloom Township High School in Chicago Heights and graduated in 1974.  Poskin went on to attended Prairie State College and is retired from the US Postal Service where he served as Postmaster in Glenwood.



Poskin has been involved in the Sauk Village Sports Association and in village activities for many years.



Benson objected to the action of Hanks during the brief debate on the nomination.  The Village Clerk read the Illinois Statute with respect to the law describing the powers of the Acting Mayor which permit for such appointment powers.  The vote was 3 to 1 with 1 abstention.  Village Trustee Derrick Burgess abstained on the vote and Enoch Benson voting no while Acting-Mayor/Trustee Hanks, Edward Myers and Rosie Williams voting yes.  Burgess said that there were other candidates that the Board preferred over Poskin, but it comes down to this was the acting-mayor's choice.

OFFICIAL- HANKS TO SERVE AS ACTING-MAYOR

SAUK VILLAGE | The embattled Mayor Lewis Towers has resigned “effective immediately” at 5:45pm. An official announcement has been made and an emergency meeting of the Village Board of Trustees has been called for tomorrow, Thursday, November 8th at 7:00pm.


Official word was received by the Village Clerk at 5:45pm via email from Lewis Towers' village issued blackberry.  "I am greateful (sic) for the time service as mayor, my family and health must come first" Towers said in his email.

Towers was elected in April, 2009 and has fought many of the Village Trustees since taking office.  Towers leaves the village with over a $2.6 million deficit, no audit since taking office has been conducted, not resolution for the Village’s water situation, no Lake Michigan water or plan to bring it to the village.
 

Towers said on election night in 2009, “This is my Barack Obama moment”.  The day after President Obama won a decisive re-election, Towers announced his resignation as Mayor of Sauk Village.   He is the first African-American Mayor in the village’s 55 year history and the first to have resigned from office.  Towers has several other dubious “firsts” while he served as Mayor including the first to have vetoed village board actions and the first mayor to have sued the village while mayor.

Some Village Trustees have agreed to select Village Trustee David Hanks as the Acting Mayor, which will be formalized tomorrow at the emergency meeting Thursday, November 8th at 7pm.  Hanks said he will keep his seat on the Village Board of Trustees and will still be able to vote on all matters while serving as Acting-Mayor.  Hanks said he would not run for Mayor in 2013 and will return to the Village Board following the election in May.  The position of mayor has been part-time since 1989.

Hanks is 46 years old is married to Linda and they have 10 children.  Hanks has lived in the village for many years.  Hanks first ran for public office in 1989 for the Village Board, again in 1999 when he was first elected defeating incumbent Village Trustee Richard "Dick" Derosier.  Hanks has served since 1999 and ran unsuccessfully for Mayor in 2005 falling short of a victory.  Hanks ran with Burgess and former Trustee Robert Chavez on the People's Voice Party in 2011 when the trio won by a three-to-one margin.


A group of residents including Village Trustees David Hanks, Derrick Burgess, Village Clerk Debbie Williams and Village Clerk Candidate Marva Campbell-Pruitt and Village Trustee Candidate Jeff Morden celebrated the resignation of Lewis Towers.  Longtime residents Judy Cast, Rose Langston, Pat Couch, Debbie Warn, Mary Hanks among many others celebrated until after 12:30am.  Mary Howard, sister of David Hanks, and soon to be President of School District 168 Board of Education also stopped in.
 

“This is great news.  We need to move this Village forward and now we can begin the process to do so.  I look forward to presenting our Plan to the People of Sauk Village” Burgess said.  Burgess is running for Mayor in April on the People’s Unity Party. "I remain cautiously optimistic" Burgess said.


“I can’t believe this has happened so soon.  I figured he would have been indicted or would have lost the election in April but I’m just so happy for the Village” Cast, a critic of Former Mayor Towers, said.


“I feel like I’m going to wake up and this will all be just a dream” one long-time resident said.

Pat Couch Was a "beautiful day in the neighborhood" as the bully with the badge stated previously!!! Now lets all help David by pulling together and try to start repairing some of the damage left by this group of misfits. Lets hope the back-bitting is over, try to get everyone on the same page, go forward and not backward (get that PeeWee Benson). Going forward toward April, I hope all the canidates realize just because the head of this snake was cut, the problems of the village cannot be fixed overnite. This is our new beginning!!!

Erica Rogers-Watson Congrats!!! It DOSENT matter how many home have section 8 tenants!! As long as they are not breaking laws!! I would rather have a occupied house next door to me than an ABANDONED ONE because the homeowner can't pay their Mortgage!! And by the way all of towns take section 8 dear even upscale communities DARIEN,Naperville,Downers Grove!!!
